  5. The Flipside:

Panchkula is all set to receive the status it truly deserves.  Haryana Shahri Vikas Pradhikaran (HSVP) seems to have noticed constant infrastructure development in this region. New infrastructure has raised the standard of living for everyone in this region. Even the quality of career and business growth opportunities here deserves credit.

Haryana Shahri Vikas Pradhikaran (HSVP) has devised a master plan to transform Panchkula from a satellite city into a fully independent centre of growth for everyone. The incredible feat is expected to be achieved within the next five years.

Benefits You Will Reap With Successful Execution of Panchkula Extension Master Plan 2031

The government of Haryana is putting up its best foot forward to execute the master plan flawlessly. Those who will act wisely will reap several benefits. Take a look at the list below:

  • The region will be a growth centre for all.
  • The quality of connectivity will improve.
  • Land and property value appreciation.
  • The balance of the tricity market will shift significantly towards the region.
  • Connectivity to the airport and the upcoming metro project will increase property demand in the region.
  • The chances of 10% to 50% Collector Rate hikes will also appreciate property value.
  • Quick acceleration of the Haryana Land-Pooling Policy.
  • Barwala and the NH-73 belt will become a new investment hub.
  • A chance to reap the benefits of the new mixed land use policy of the state government.
  • Land value appreciation over time.
  • The level of demand for plotted development will reach the next level.
  • More builder floors and gated communities will be developed.
  • The rise of new business districts.
  • Office space demand will also increase significantly.
  • More retail expansion.

At least 47 new sectors  will be introduced to achieve this incredible feat. Haryan Shahri Vikas Pradhikaran (HSVP) is leaving no stone unturned to execute all the plans devised to achieve this goal by the year 2031.

The State Government of Haryana no longer wants Panchkula to be known as the extension of Chandigarh. Instead, the state government wants the status of a larger self-sustained urban region within the tricity for Panchkula.

What Are The Reasons?

There are several reasons behind it. For instance:

Lack Of Large Land Supply In Chandhigarh:

Chandigarh is a landlocked city. Its heritage planning and low-rise regulations make it highly restricted. The prices of property have increased beyond everyone’s financial reach. Limited new housing inventory and a shortage of plotted development also make the city short of land supply.

Moreover, the growth is naturally shifting towards Panchkula and Mohali. The State Government of Haryana has realized this shift in growth.

Rapid Increase In Tricity’s Population:

This is another big reason behind the decision. The region is constantly attracting population from every sector. For example:

  • Skilled IT professionals.
  • Skilled industrial labour
  • Experienced healthcare professionals
  • Ambitious investors
  • Emerging students
  • Retired government officers.
  • Upper-middle-class families.

Current Panchkula sectors are no  longer in condition to absorb long-term demand. The Masterplan 2031 takes Panchkulla’s current boundaries to the next level. As a result, all 143 nearby villages and peripheral belts will enter Panchkula’s urban boundary.

Desire To Achieve Planned Growth:

The tricity extension is currently home to many illegal colonies. Factors like haphazard construction, traffic chaos, and infrastructure overload are also killing Panchkula's growth.

For this reason, the State Government of Haryana has decided to get rid of everything illegal and unregulated. The purpose is to ensure proper planning for Panchkula in the future.

Focusing on the creation of planned sectors will help achieve this goal. HSVP’s role in this process will be crucial. The purpose is to build the following:

  • Wider roads
  • Better sewage systems
  • More Parks, community centres, and hospitals
  • New Schools
  • Mixed-use commercial land.
  • Transport corridors for businesses
  • Better utilities in advance
  • Better water
  • Smart city features
  • Improved waste management
  • Improved sanitation
  • Preservation of historical monuments
  • Safe walking lanes and paths for everyone
  • Effective and planned food and drought management

Panchkula Will Become A Major Economic And Commercial Hub

The expansion is not only residential. It will focus on commercial development too.

The new sectors include:

  • commercial districts
  • mixed-use zones
  • industrial corridors
  • institutional areas
  • business spaces

Barwala, Raipur Rani, Panchkula Extension, and Pinjore-Kalka are expected to become major future growth corridors.

Chandigarh Is Under Pressure:

Chandigarh is nowadays flooded with population from other parts of the country. The city is getting overly crowded with such a population. Currently, many people live in Zirakpur, Mohali, and Panchkula. They all commute to Chandigarh for their job every day. All this puts Chandigarh under immense traffic and infrastructure pressure. Even the pressure of pollution due to their daily commute to work and vice versa also increases significantly.

The successful execution of the Panchkula Extension Plan 2031   will reduce all these burdens from Chandigarh significantly. More importantly, it will result in the following for the people of Panchkulla:

  • Creation of new jobs within Panchkulla for people
  • Commercial ecosystems
  • Local business districts
  • Increase in industrial activity

Snail-Like Slow And Controversial Previous Landpooling Policy:

The previous land pooling policy was slow. It was extremely controversial. But the new land pooling model allows landowners to become a part of the development process. They don’t have to fulfil the compulsion of land acquisition. As a result, the quick expansion of thousands of acres of land has become possible.

The development of infrastructure by the state government, distribution of reconstituted plots to the owners, a fully transparent online process, land value appreciation after development, and hassle-free access to roads, utilities, and civic infrastructure are some benefits of this policy.

Transport Infrastructure Growth Is Resulting In Urban Panchkula Extension:

The State Government of Haryana is leveraging the full potential of the Panchkula Masterplan 2031 to plan and upgrade the following:

  • Highways
  • Bypasses
  • Flyovers
  • Drainage systems setup
  • Industrial zone setup and development
  • Metro connectivity discussions
  • Road widening

These projects are supporting Panchkula's extension because of transport infrastructure development. Both things are happening simultaneously now.

It Matters For the Real Estate Industry. But why?

This decision will change Panchkula significantly. Areas like Panchkula Extension, Barwala belt, NH-73 corridor, Pinjore-Kalka, and Raipur Rani side will get several township projects required for growth. Plotted development, SCO/commercial growth, increased rental demand and long-term property value appreciation will also benefit these areas.

Where Will These New 47 Sectors Be Developed?

This is a million-dollar question! At least 34 out of 47 sectors have been designed for residential development. The rest of the 13 sectors have been reserved for mix use land commercial use effectively.

Given below is the list of areas where these 47 new sectors will be set up by the HSVP as per the new mix land use policy of the Haryana State Government:

Panchkula Extension:

Most of the development will be carried out in this area. Multiple sectors are already being planned here.

On the other hand, 12, 13 (part), 14, 15, 16 (part), 17 (part), 18 (part), 19 (part), 22, and sector 31 will be developed in this area for residential purposes.

Properly organized housing, fully plotted development, and modern residential layouts  will be the special features of these sectors.

Sector number 1, 6, 16 (part), 17 (part), 18 (part), 19 (part), 22, 31 will be used for commercial purposes.

Retail markets, SCO plots, commercial land, and office complexes will be the specialties of the sectors.

Pinjore–Kalka Belt

This belt too will contribute to the development. Factors like affordable housing, effective industrial and logistics connectivity, and Panchkula   and Chandigarh population spillover will help the belt grow significantly as a part of the development.

The Raipur Rani region has been selected for Future Satellite Development. The region is being effectively projected as a long-term growth corridor to ensure planned township development, low-density residential clusters, and reserves for Panchkula extension as per the master plan in the future.

Even AKIC (Amritsar KolKata Integrated Corridor) Will Also Be Connected:

The State Government of Punjab and the Central Government of India are working closely on an ambitious project. Panchkula extension will reap the benefits of this project because of the two key factors listed below:

  • Its strategic proximity to the Rajpura–Patiala Integrated Manufacturing Cluster (IMC).
  • Its proximity to the larger Chandigarh–Tricity industrial ecosystem.

The success of this ambitious project will result in significant growth in the domain of manufacturing, warehousing, and logistics in the following areas:

  • Rajpura
  • Banur
  • Dera Bassi
  • Patalia

All this could lead to job opportunities in these areas, including Panchkula. As a result, demand for residential housing, warehousing, retail, rental markets, and plotted development in Panchkula and the tricity will increase.

Panchkula will reap the benefits of this major project. The region stands a chance to rise as a premium residential hub for professionals from all sectors. The service sector will also climb the growth ladder. More importantly, Panchkula will become a key strategic corporate support location for all businesses.

What is more important is that the city will have a direct link to Chandigarh Airport and several NH Corridors for better logistics support in the region.

All in all, the success and development of this project will help the entire Chandigarh–Mohali–Panchkula–Rajpura industrial axis reap success exactly like industrial corridors transformed NCR (National Capital Region) Satellite cities into what they are today.

Therefore, the development of 47 proposed sectors in the Panchkula extension will be crucial from this perspective too.

The Flipside:

Success opportunities never come without challenges! This one will also face its own share of challenges. The quality of planning devised to execute this ambitious project will be determined by several factors. For instance:

  • All landowners will have to  participate in the new land pooling scheme.
  • The state government will have to determine timelines for infrastructure development, and all other parties involved in the process will have to adhere to the deadlines.
  • Timely approval and the zoning process will also play a crucial role.
  • Let’s not forget the role the market absorption rate will play.
